Bavarian Security Network: BayZBE and BVSW enter into forward-looking partnership

Innovative course on ‘Personal Protection – Operational Security Management’ marks milestone for resilience and crisis prevention

The increasing complexity of geopolitical risks and the growing demands on corporate security make close cooperation between business, government and aid organisations essential. In this area of tension, BayZBE acts as a single point of contact for aid organisations, coordinating and supporting crisis and disaster management as well as situation simulations. The BVSW, in turn, pools the expertise of companies, security experts and institutions to develop sustainable security concepts and optimised risk management processes. The partnership that has now been launched brings these two areas of expertise together in a targeted manner: BayZBE and BVSW want to establish a powerful network that combines preventive and reactive security strategies.

Cooperation goals and synergies

A central component of the cooperation is the systematic exchange of knowledge on an equal footing: in regular expert forums and workshops, current threat situations, recommendations for action and guidelines are developed, which are immediately incorporated into the practical work of corporate security departments and aid organisations. Targeted networking increases the resilience of all partners, as private and public security structures can jointly develop holistic crisis management processes.

In addition, innovative training formats open up new perspectives: the BayZBE infrastructure, including digital tools such as virtual reality simulations, enables realistic exercises that closely integrate theory and practice. These modern teaching and learning formats create synergies between technical, methodological and organisational skills, thereby sustainably strengthening disaster control and civil protection in Bavaria.

Highlight: Course ‘Personal Protection – Operational Security Management’

An outstanding result of the partnership is the new course ‘Personal Protection – Operational Security Management for Exposed Persons and Families’. The first course of its kind in Germany, it teaches a holistic concept ranging from risk assessment and operational planning to logistics, tactical training and emergency medical assistance. The modular structure includes threat analysis, de-escalation and vehicle protection exercises, evacuation measures and psychosocial support – all tailored to the needs of exposed persons and their families.

The training takes place at the BayZBE’s modern training grounds and combines theoretical lectures with practical exercises and digital simulations. Under the guidance of experts from security services, rescue services and crisis management, participants acquire practical know-how that they can immediately transfer to their everyday work. In addition to the technical benefits, the course also promotes the development of a valuable network between business and aid organisations. Upon completion, graduates receive a recognised certificate confirming their qualification in operational personal security.

Outlook and conclusion

The cooperation between BayZBE and BVSW forms a robust bridge between public civil protection and private corporate security. By bringing their respective strengths into a joint network, both partners create flexible structures that can respond efficiently to crises and threats. The new course in personal security sets standards in training and further education and makes an important contribution to social resilience.

Special thanks go to Holger Baierlein, 2nd Deputy Chairman of the BVSW, and Caroline Eder, Managing Director of the BVSW, for their input and the trust they have placed in us. Together, BayZBE and BVSW look forward to a future in which security and resilience in Bavaria and beyond will be further strengthened.
