Association has recommendations for trilogue negotiations on Artificial Intelligence Act

The Federation of German Consumer Organisations (vzbv) (https://vzbv.de) wants to protect consumers from the dangers of artificial intelligence (AI) by regulating it and to strengthen independent risk assessment. Just in time for the final spurt of the trilogue negotiations on the Artificial Intelligence Act (AI Act) in Brussels, the vzbv has published corresponding recommendations for this.

Protection against manipulation

Negotiating partners are the European Commission, the Council and the European Parliament. The vbzv wants the AI Act to legally protect consumers from manipulation and exploitation of personal weaknesses by AI. In addition, it should provide “Otto EU normal citizen” with strong rights vis-à-vis operators and make the risks of AI systems transparent. According to the association, independent experts should be involved in the risk assessment of high-risk AI.

The vzbv therefore calls for a right to explanation of AI-based decisions for those affected by high-risk AI systems, for example in insurance companies. Furthermore, it is important to close regulatory gaps in the prohibition of AI-driven manipulation of consumers and the exploitation of their personal weaknesses. Finally, the AI Act should also be included in the European Directive on collective redress in order to make collective redress possible.
