Optex: White paper: Tunnel safety

Tunnels are crucial for Europe’s transport, moving people and goods, housing communications, and supporting the economy. Increasingly long, deep, and complex tunnels—such as the UK’s HS2, the Brenner Base Tunnel, and Norway’s Scandinavian subsea tunnel—require heightened safety and resilience measures.

Tunnels are also economic lifelines. Disruptions, like the 1999 Mont Blanc fire, caused multi-million-euro losses. The EU has harmonised tunnel safety standards through the 2001 White Paper and the Technical Specification for Interoperability (TSI), with stricter requirements for tunnels over 20 km. Minor incidents, including trespassing, vandalism, and graffiti, occur frequently and pose safety risks while imposing significant costs. Austrian ÖBB spends €3.2 million annually on graffiti, Dutch NS and Amsterdam’s GVB around €10 million, and Brussels SNCB about €6 million.

Traditional CCTV and video analytics are limited by lighting, reflections, and environmental conditions. Modern LiDAR sensors operate reliably in darkness or bright sunlight and use intelligent analytics to detect people, trains, and objects in real time. Advanced Track Intrusion Detection Systems (TIDS) combine multiple technologies to monitor tunnels, track intruders, and guide security responses. Sensors include tamper detection and self-monitoring to maintain accuracy despite dust, oil, and debris.

Effective tunnel safety requires careful site surveys, appropriate sensor placement, regulatory compliance, and fire-safe materials. Integrated systems, as used in Brussels Metro post-2016 attacks, record all tunnel activity and trigger real-time alerts, enhancing both security and vandalism prevention.

The future involves AI integration, cloud-based monitoring, and adaptation for unmanned vehicles. Combining advanced detection, intelligent design, and proactive maintenance ensures human safety, continuous tunnel operation, and protection of critical infrastructure.
