Closing the Reporting Gap: German Security Network Proposes Nationwide Drone Alert Channel

Germany is expanding its counter-UAS capabilities in response to a growing number of suspicious drone incidents around airports, military sites and critical infrastructure. Yet the debate has so far concentrated largely on detection technology, operational responsibilities and the legal authority to intervene. A proposal by the GSW-Netzwerk e.V. addresses a different part of the security chain: how a suspicious sighting reaches the right authority in the first place. The initiative for a nationwide reporting channel illustrates both the progress Germany has made in counter-drone security and the complexity created by its federal security architecture.

The discovery of a drone carrying explosives near Leipzig/Halle Airport in August 2026 brought renewed urgency to Germany’s debate over unmanned aircraft. The incident followed a wider series of unauthorised drone activities around airports and other sensitive locations and reinforced concerns that unmanned systems can no longer be treated solely as an aviation safety issue. Depending on their purpose and configuration, drones may be used for reconnaissance, disruption, smuggling, sabotage or direct attacks, making them relevant to civilian security, critical infrastructure protection and national defence.

Germany has responded by strengthening both operational and institutional counter-UAS capabilities. The Federal Police is expanding specialist resources, additional detection and countermeasure technology is being introduced at major airports, and federal and state authorities are developing closer coordination. At the same time, research and testing structures are being expanded to accelerate the transfer of new counter-drone technologies into operational use.

What remains less visible is the beginning of the information chain. A sophisticated detection and response architecture is of limited value if an observation made by a security guard, infrastructure operator or member of the public does not reach the appropriate organisation quickly enough. This is the gap the Düsseldorf-based GSW-Netzwerk, a network of companies, research organisations and experts from the German security sector, wants to address.

In a position paper published in August 2026, the organisation proposes a single nationwide telephone number or digital reporting route for suspicious drone sightings. Rather than asking the observer to determine which organisation has jurisdiction, the report would enter through one standardised channel and be routed internally to the responsible authority or security organisation.

Germany’s federal structure shapes the response

For readers outside Germany, the significance of the proposal is closely linked to the country’s federal security system. Germany does not have one authority with universal responsibility for every drone incident. Responsibilities depend on the location, the nature of the threat and the legal context.

The police forces of the 16 Länder retain extensive responsibility for public security within their territories. The Federal Police has specific responsibilities, including at major airports and federal railway infrastructure. The Bundeswehr is responsible for protecting military installations and performs tasks associated with national and territorial defence. Aviation authorities, airport operators and private operators of critical infrastructure add further operational layers.

This division of responsibility is not unusual within the German constitutional framework and does not in itself represent a deficiency. Different institutions require different powers, specialist capabilities and legal mandates. The operational challenge arises when an incident develops quickly and the person making the first observation is outside those structures.

A security officer at an electricity substation, an employee at a chemical site or railway personnel observing a drone close to sensitive infrastructure cannot reasonably be expected to determine whether a particular incident belongs to the state police, Federal Police, an aviation authority, the Bundeswehr or another organisation before providing the information. From the GSW-Netzwerk’s perspective, jurisdiction should therefore be resolved within the security system rather than by the person reporting the sighting.

The proposal complements rather than replaces Germany’s existing efforts to improve coordination. One of the most important developments has been the establishment of the Joint Drone Defence Centre, the Gemeinsames Drohnenabwehrzentrum (GDAZ). The centre brings together federal and state security organisations to exchange information, develop joint situational assessments and coordinate their response to drone incidents while preserving the statutory powers of the participating authorities.

For international observers, this distinction is important. The GDAZ is designed to improve coordination inside the German security system. The GSW proposal would address the interface between that system and the people or organisations that may generate the first relevant information.

From an observation to operationally useful information

A national reporting channel would need to provide more than convenient accessibility. Its value would depend on converting sightings into structured information that can be assessed, compared and routed without unnecessary delay.

The GSW-Netzwerk proposes that reports should capture a limited set of essential details: the location and time of the sighting, the number of drones observed, their direction of travel and behaviour, approximate size or distinguishing characteristics, and any indication of an immediate threat to people, facilities or infrastructure. The observer would not be required to make a legal or operational assessment of the incident.

Such standardisation would address one of the practical difficulties associated with human reporting. Descriptions of unfamiliar objects in the air can vary considerably, particularly at night, at long range or under stressful conditions. A report stating that “a drone was flying over the site” provides far less operational value than information containing a precise location, time, direction and description of its behaviour.

A standardised system could also make separate observations more useful when considered together. An isolated drone sighting near an industrial facility may prove harmless. Similar reports recorded within a short period along the same geographical corridor may indicate a more significant pattern. This becomes particularly relevant around critical infrastructure, where energy facilities, railway lines, airports, industrial sites and government installations may be geographically close but organisationally separated.

The GSW proposal therefore extends beyond the immediate forwarding of individual reports. A centralised reporting architecture could, subject to data protection and information security requirements, contribute to a broader situational picture by correlating sightings across locations and organisational boundaries. For German security authorities, this could provide an additional source of information alongside technical detection systems and existing intelligence.

AI as a routing and correlation tool

The position paper also introduces the possibility of an AI-assisted control room. Incoming reports could be analysed using factors such as location, time, the type of site affected, flight direction, reported behaviour and existing situational information before being forwarded to the appropriate organisation.

The proposal does not envisage artificial intelligence replacing operational judgement or the legal authority of the police, military or other competent bodies. Its potential role would be more practical: helping to structure and prioritise large volumes of information, identify duplicate reports, recognise geographical or temporal connections and support the routing of information through a complex security network.

This reflects a broader development in security operations. The performance of modern security systems increasingly depends not only on the accuracy of individual sensors but on the ability to combine heterogeneous information quickly enough to create a reliable assessment. In counter-UAS environments, this may involve radar, radio-frequency detection, electro-optical systems, Remote ID information, video surveillance and observations made by security personnel or members of the public.

Human observers would therefore become one source within a wider information architecture. A report from an employee at an industrial site could be checked against technical detections from nearby systems or compared with other sightings received minutes earlier. The quality of the resulting assessment would depend on both the information available and the ability to correlate it across organisational boundaries.

For critical infrastructure operators, that aspect may be particularly relevant. Larger facilities increasingly deploy their own surveillance and drone-detection capabilities, while state authorities operate separate systems and intelligence channels. A nationwide reporting model could create a more consistent point of exchange between private operators and public security organisations, although the legal and technical rules governing such information sharing would have to be clearly defined.

Germany is expanding its counter-UAS infrastructure

The reporting initiative should be understood within the wider expansion of German counter-drone capabilities. Following repeated incidents at airports and other sensitive locations, the Federal Government has accelerated the development of specialist capacities. Federal Police resources are being expanded and counter-UAS technology is being introduced or strengthened at strategically important airports.

Germany has also invested in research and testing. In August 2026, a new Technology Center for Drone Security was launched within the German Aerospace Center, DLR, with activities centred on Cochstedt and Braunschweig. The facility is intended to provide realistic testing conditions for technologies associated with the safe operation, detection and defence of drones and to bring security authorities, research organisations and industry closer together.

Taken together, these developments reveal an increasingly layered German approach. Operational units provide detection and intervention capabilities; the GDAZ brings different security authorities together; research infrastructure supports the testing and development of new technologies. The GSW-Netzwerk proposal would add a standardised external entry point through which observations from companies, critical infrastructure operators and the public could reach these structures.

The need for such coordination is reinforced by the frequency of unauthorised drone operations. German air traffic authorities have recorded substantial numbers of drone-related disruptions around airports, while identifying the operator often remains difficult. At the same time, security services have become increasingly concerned about drone activity around military and critical infrastructure sites, particularly where the intention behind repeated flights cannot immediately be established.

Not every unauthorised drone flight constitutes hostile activity, and this distinction is important. Commercial drones, recreational flights, model aircraft and misidentified objects can all generate reports. A nationwide system would therefore need efficient verification mechanisms if it were to avoid overwhelming specialist resources with false or low-priority sightings.

A specialist channel, not a replacement for emergency services

The GSW-Netzwerk explicitly distinguishes its proposal from Germany’s established emergency numbers. The police emergency number 110 and the European emergency number 112 would remain the appropriate channels where people face immediate danger or an offence is clearly under way.

The proposed drone reporting service would instead provide a specialist route for observations whose significance is not immediately clear but may nevertheless be relevant to security. This distinction is important because introducing an additional communication channel must not create hesitation during an acute incident. Any operational model would therefore require procedures that allow a report to be transferred directly into existing emergency and command structures if the assessment indicates an immediate threat.

Conversely, a dedicated channel could reduce the burden on emergency call centres by separating specialist drone reports from situations that require immediate police, fire or medical assistance. It could also build expertise in questioning observers and evaluating drone-specific information, increasing the consistency of the data collected.

The technical implementation could ultimately involve more than a telephone number. A digital platform could allow locations, timestamps, photographs or video to accompany a report. Professional users, such as security control rooms at critical infrastructure sites, might require structured digital interfaces rather than a public-facing telephone service. A future system could therefore combine voice, web and machine-to-machine reporting while maintaining the same principle of a single, clearly understood entry point.

Simplicity for the user requires complexity behind the system

The most attractive aspect of the proposal is its simplicity from the perspective of the observer. Implementing it nationwide would nevertheless require substantial work behind the scenes.

A reporting infrastructure would have to interact with the security structures of 16 Länder as well as federal authorities, military organisations, aviation bodies and private infrastructure operators. It would require high availability, cyber resilience and clear rules governing data retention, access and transmission. Systems would also need to distinguish multiple reports of the same drone from separate incidents and deal with information that may initially be incomplete or inaccurate.

Deliberately false reporting would present another challenge. Any system capable of influencing the deployment of security resources could itself become a target for manipulation. Plausibility checks, authentication mechanisms for professional users and correlation with technical sensors would therefore need to form part of the architecture.

The GSW-Netzwerk summarises its requirements in five characteristics: a future reporting system should be simple, fast, intelligent, connected and scalable. Potential applications include airports, military facilities, energy infrastructure, industrial sites, transport systems, government facilities and major events.

Rather than calling for immediate nationwide deployment, the network proposes developing the concept jointly with federal and state authorities, the Federal Police, Bundeswehr, aviation organisations, airports, critical infrastructure operators and security technology companies. A pilot project in a selected region or at particularly exposed critical infrastructure sites could establish whether the model improves reporting times and information quality in practice.

Such a trial would also provide an opportunity to determine whether a dedicated telephone number is the best solution or whether existing control-room structures could be connected through a new digital layer. The objective is less about creating another institution than about making the existing system easier to access from the outside.

Connecting detection, assessment and response

Germany’s current counter-UAS efforts demonstrate how rapidly drone security is moving beyond the purchase of individual detection or mitigation systems. The operational challenge increasingly concerns the interaction between technology, information, responsibilities and response procedures.

A radar may detect an object, a camera may confirm its presence and a security officer may observe unusual behaviour. These pieces of information acquire operational significance only when they can be brought together, assessed and delivered to an organisation capable of acting within its legal mandate. In a federal system with numerous public and private stakeholders, the quality of those interfaces becomes an important component of overall resilience.

The GSW-Netzwerk’s proposal addresses one of these interfaces by shifting complexity away from the observer and into the professional security architecture. Its underlying premise is that a person who notices a suspicious drone should not need detailed knowledge of German jurisdiction before reporting it.

Whether Germany ultimately creates a new nationwide number, develops a digital platform or integrates the concept into existing structures remains open. The wider significance of the initiative lies in recognising that effective counter-drone security depends not only on detecting an aircraft or possessing the means to intervene, but also on ensuring that a potentially important observation can move quickly from the point at which it is made into a common operational picture.
